New Zealand Government will introduce new graduate work visa pathways

The New Zealand Government will introduce new work visa options for international graduates as part of the International Education Going for Growth Plan. The changes, expected to take effect from late 2026, introduce a new short-term visa pathway and expand eligibility for existing post-study work rights.

These changes aim to better align graduate outcomes with labour market needs, while supporting growth in international education and maintaining education quality.

New short term graduate work visa

The New Zealand Government will introduce a Short Term Graduate Work Visa from late 2026, providing an interim pathway for graduates who do not qualify for a Post Study Work Visa.

This visa will allow eligible applicants to remain in New Zealand for up to 6 months with open work rights, enabling them to seek employment or transition to longer-term visa options such as the Accredited Employer Work Visa. While the visa provides open work rights, holders must work under an employment agreement or contract for services, and business ownership is not permitted.

 

To qualify, applicants must:

  • Hold a qualification at NZQCF Level 5 to 7
  • Have studied full-time in New Zealand for at least 24 weeks
  • Not previously been granted a Short Term Graduate Work Visa or a Post Study Work Visa
  • Not hold a qualification that already qualifies them for a Post Study Work Visa
  • Provide written approval if their study was supported under the New Zealand Scholarship Programme
  • Demonstrate access to at least NZD $5,000 for maintenance

 

English language, foundation, and bridging qualifications are excluded and applications must be submitted within 3 months of the expiry of the student visa.

 

Key limitations apply:

  • The visa cannot be extended or granted more than once
  • Holders cannot sponsor partners for work visas or children for dependent student visas
  • Partners may apply for work visas on their own merit, and family members may be eligible for visitor visas
  • Business or self-employment is not permitted

 

This visa is intended as a short transition period rather than a long-term work solution.

Post-study work visa eligibility expanded

The New Zealand Government will also extend eligibility for the Post Study Work Visa to a new group of graduates.

From late 2026, applicants who complete a Graduate Diploma at NZQCF Level 7 may qualify, provided they also hold a bachelor’s degree. The bachelor’s degree can be from New Zealand or overseas, with no restriction on when it was obtained.

 

To be eligible, applicants must:

  • Complete the Graduate Diploma entirely in New Zealand
  • Study full-time for the full duration of the qualification
  • Not rely on cross-crediting or recognition of prior learning
  • Provide evidence of both the Graduate Diploma and bachelor’s degree

 

The duration of the visa will align with the length of study in New Zealand, up to a maximum of 1 year.

As with current settings:

  • Only one Post Study Work Visa can be granted per individual
  • Visa holders may support partners and dependent children, subject to requirements

Alignment with skills and workforce needs

The New Zealand Government’s changes reflect a more targeted approach to post-study work rights.

The introduction of a short-term visa pathway allows graduates who do not meet existing criteria to remain engaged with the labour market, while the expansion of Post Study Work Visa eligibility supports higher-skilled graduates transitioning into employment aligned with New Zealand’s workforce needs.

At the same time, restrictions on qualification types and repeat access aim to maintain the integrity of the education system and reduce misuse of study pathways for migration purposes.

For international students, the updated framework is expected to provide clearer pathways from study to employment, particularly for those undertaking diploma-level qualifications.

For employers, the changes may increase access to graduates already in New Zealand who are available for short-term or transitional roles, with potential progression to employer-sponsored pathways.

However, strict eligibility requirements and limited visa durations mean early planning remains critical to ensure continuity of work rights.
