Historically, Subclass 186 visa applicants applying under the Temporary Residence Transition stream were able to claim an exemption from having at least competent English language ability by providing evidence that they have completed at least 5 years of full-time study in a secondary or higher education institution where all tuition was delivered in English.
Effective 16 November 2019, this will no longer be the case.
From 16 November 2019, applicants will be required to either hold a valid passport issued by the United Kingdom, the United States of America, Canada, New Zealand or the Republic of Ireland; or obtain at least scores in the English languages tests as shown on the Department of Home Affairs website: https://lnkd.in/gUVdH2c.
