There are 3,000 visa places available for the 2025–26 program year, and applicants must be citizens of one of the following 12 participating countries:

- Papua New Guinea

- Timor-Leste
- Tonga
- Vanuatu
The PEV is open to people of all skill levels, genders and occupations, with no specific work or education background required.
