Expanded Medicare access with immigration impact
The Government expanded Medicare access for participants of two critical support programs: the Support for Trafficked People Program (STPP) and the Forced Marriage Specialist Support Program (FMSSP).
Eligible individuals in these programs, including dependents of FMSSP participants (such as children and elderly family members), have been granted access to Medicare services, ensuring critical healthcare is available during periods of extreme vulnerability.
Â
Who does this apply to?
This change applies to people who are part of the Support for Trafficked People Program, as well as people (and their dependants) who are part of the Forced Marriage Specialist Support Program.
Â
What is the Support for Trafficked People Program?
The Support for Trafficked People Program (STPP) is a confidential support program funded by the Australian Government to assist people who have been trafficked or exploited. It is managed by the Department of Social Services in partnership with specialist service providers.
The STPP offers access to tailored support services, including case management, accommodation, and legal and immigration assistance to victims of trafficking. The program is designed to promote safety, recovery, and longer-term stability for individuals, regardless of their migration status.
Â
What support is available under the STPP?
The Support for Trafficked People Program provides vital assistance to individuals who have been trafficked or are at risk of trafficking, including those in exploitative work or living arrangements. The program is designed to provide safety, stability, and a path forward for victims, regardless of their visa status. Support under the STPP includes:
- Immediate access to safe accommodation and essentials
- Dedicated case management tailored to the individual’s needs
- Access to medical care and mental health support through Medicare
- Financial assistance and referrals to legal and migration services
- Ongoing support to aid recovery and assist with long-term options
Â
Medicare access through this program ensures that survivors of trafficking receive essential healthcare services without facing further barriers due to their migration status
Â
What is the FMSSP?
The Forced Marriage Specialist Support Program (FMSSP) is an Australian Government initiative that supports individuals at risk of, or experiencing, forced marriage. It recognises that forced marriage is a form of modern slavery and provides support regardless of whether the individual engages with law enforcement.
The FMSSP is delivered by specialist organisations that provide culturally appropriate support to survivors, including minors and adults, with a focus on safety and long-term wellbeing.
Â
What support is available under the FMSSP?
Survivors of forced marriages face unique risks, often linked to migration status, lack of support networks, or community isolation. The FMSSP is designed to address these challenges through:
- Dedicated case management and safety planning
- Access to mental health and counselling services
- Temporary housing for those fleeing unsafe environments
- Financial assistance and essential health services (including granting Medicare access to participants and their dependants who would otherwise be ineligible.)
Â
This holistic support structure recognises the intersection of migration and vulnerability, ensuring survivors can access the help they need, regardless of their visa status.
Â
Why this matters for migrants and their sponsors
Many individuals affected by these issues may be on temporary visas or have uncertain immigration status, limiting access to health care services.
By extending Medicare to people part of the STPP and FMSSP, the Government is prioritising the health and wellbeing of migrants who have experienced exploitation or coercion, often through no fault of their own.
It’s a timely reminder for sponsors, employers, and community leaders to be aware of their obligations and the resources available to protect migrant workers and dependents under their care.
