Changes to Subclass 462 visa and new application process explained

The Australian government has introduced amendments to the Subclass 462 (Work and Holiday) Visa through the Migration Amendment (Subclass 462 Work and Holiday Visa) Regulations 2024. These changes, effective from 16 September 2024, aim to streamline the application process and ensure the fair management of the visa program, particularly for high-demand countries. 

 

Visa pre-application process 

A key change is the introduction of a pre-application process for certain applicants. This process is available to individuals who have not previously held a Subclass 462 visa and are citizens of specific countries, such as China, India, and Vietnam.  

The pre-application process, also referred to as a “ballot,” requires applicants to be randomly selected before they can submit a formal visa application. This measure is designed to manage the high demand for Subclass 462 visas, ensuring a more equitable distribution among eligible countries and participants. 

The pre-application process allows the Department of Home Affairs to efficiently assess applicants’ eligibility before the visa application stage, reducing unnecessary processing times and improving the overall efficiency of the system. More information on eligibility can be found here. 

 

Participant requirements 

To participate in the visa pre-application process, applicants must meet specific criteria. They must be selected through the ballot system and hold a valid passport from one of the designated countries. Once selected, participants must submit their visa applications before the deadline outlined in the official notice.  

This process ensures that only serious and eligible candidates proceed to the visa application stage, maintaining the integrity of the system. 

 

Introduction of the visa pre-application charge 

As part of these changes, a $25 registration charge has been introduced for applicants registering to participate in the pre-application process. This charge is outlined in the Migration (Visa Pre-application Process) Charge Amendment (Work and Holiday Visa) Regulations 2024.  

The fee aims to prevent non-serious registrations and ensure that only genuine candidates participate in the ballot, reducing the risk of system overload and ensuring a smoother process for all participants. 

 

Applicability and commencement date 

These amendments will apply to all Subclass 462 visa applications made on or after 16 September 2024. The implementation of the ballot system, combined with the pre-application charge, reflects the government’s efforts to manage visa demand more effectively, while providing a fair and transparent process for all applicants. 

 It is important for prospective applicants to be aware of these changes and ensure compliance with the new regulations when applying for the Subclass 462 visa.
